The novelty of the Convergence Program’s SPI Platform approach, the significant amount of professional and financial resources involved as well as its potential high impact suggested that this work be evaluated at an early stage in order to take prompt adjustment measures.
Following the 2007 SPI Romania evaluations, the International Finance Corporation has conducted in late 2008 an in-depth review of SPI Albania activities as part of its global review of public-private reform support platforms. The IFC Independent Review shows that the SPI Platform ranks among the Top Three best performing reform support platforms worldwide.
In addition, the Convergence Program has introduced the good practice to have the project management activities of the SPI Secretariat evaluated by the SPI Project Working Groups at the completion of the Project Working Group activities through structured questionnaires. The evaluations help identify the value added by the SPI Secretariat in terms of analytics, honest brokering the public-private technical discussions and preparing a final recommendation paper summarizing the technical consensus view.
Finally, the Regulatory Impact Assessment Knowledge Transfer activities in Albania, Bulgaria, Romania and regionally were also subject to careful feedback evaluation from participants.
